Yes it is, get a 5,1 and use Monterey on it. You can even add a newer GPU if you like but it's not necessary if you aren't using any metal-based apps. I use one for garageband and it works great on Monterey. My dual quad core xeons can easily keep up with day to day use and even more demanding tasks such as video editing.
