If you put the starter fertilizer down along with seed, nothing has sprouted yet and fertilizer can't be fed upon - waste. It's like fertilizing dormant grass, grass is sleeping, it won't feed on fertilizer. Grass must be alive/awake in order to feed! 1)

When I have had customers complain about these areas. I unravel the large blue drain hose from their pool pump right to the area of concern and it becomes quite obvious.

Grass also takes on a darker green sheen as well after the spray. If you use tee jet nozzles and mix it with Pre-M EC, it will be VERY Green. Great training aid also.
