Now you've got an Imperial City where it's easy for anyone who wants to go there can get in and get out without much trouble. (Personally, as much of a fan of the seperate campaigns as I am, I sort of miss the ride to the sewer gates.

Its obviously aimed at PVP players who enjoy PVE as well, and it came out at a time when ZOS still thought PVP was ESO's end game content. Plus the PVP community hadn't yet suffered years of attrition due to persistent performance issues.
