Sometimes you’ll find wax drippings on a flag, wax from a candle that burned next to the casket. The flag pictured below had such wax drippings.

They tested a bit of the flag, found that the color might run, and wouldn't clean the flag. So, in your case, ask your dry cleaners to test the flag before cleaning it.

With a ground dug or even an as found in "Grand Ma's dresser" buckle with have gradients of color. From plum to red to green. The filing marks on the back is big red flag to me, should not be as pronounced if any.
