Bluebird Eggs haven't hatched 21 days since eggs were found
A few years ago, on one of my trails, I had a female bluebird whose first clutch of eggs was always infertile. She usually made 3 nesting attempts and sometimes would get one or two eggs to hatch in the 2nd brood and then the 3rd clutch would be a little better.

I am hoping you can help me. We have bluebirds that nest in our paperbox every year. We love to watch them. This year, something unusual has occurred. There are 4 eggs in the nest, but one of them looks significantly different than the others. I feel like it is a sparrow egg, but I find it strange that all 4 eggs would be in the nest together.

Temperatures inside a nestbox can reach 120 F, and are often at least 10 degrees higher than the outside temperature (Cudsworth et al).

The House Sparrow will usually just go in and smash the eggs and or kill babies and adults that may be in the box, however it could have gotten interrupted by the Bluebirds too. That is why a sparrow spooker is very important to put up after the first egg is laid.
