Of course, I can provide no official explanation. I'm not even sure Ghana's government has different names for this combined area. The Black Star arch is a monument across the way from the parade grounds & stands. In any case it is not unusual for people to have multiple names for same events and places. In the case of the USA we call July 4th "Independence Day" or the "4th of July holiday." I notice that these different names result in multiple listings for the same or similar events/places on our TripAdvisor recommendations.
